一、招標(biāo)條件Conditions for solicitation

根據(jù)《中華人民共和國(guó)招標(biāo)投標(biāo)法》、《中華人民共和國(guó)招標(biāo)投標(biāo)法實(shí)施條例》，本招標(biāo)項(xiàng)目寧波諾丁漢大學(xué)組織德國(guó)進(jìn)修項(xiàng)目，招標(biāo)人為寧波諾丁漢大學(xué)。項(xiàng)目已具備公開(kāi)招標(biāo)條件，現(xiàn)對(duì)該項(xiàng)目的服務(wù)進(jìn)行公開(kāi)招標(biāo)。

According to the "People's Republic of China Bidding and Bidding Law" and the "Implementation Regulations of the People's Republic of China Bidding and Bidding Law," this tender project is German training projects organized by the University of Nottingham Ningbo China. The tenderer is University of Nottingham Ningbo China. The project has been qualified for public bidding, and the services of the project are now subject to public bidding.

3.1、符合《中華人民共和國(guó)招標(biāo)投標(biāo)法》第二十六條規(guī)定的供應(yīng)商資格條件；

3.2、本項(xiàng)目特定條件：

Specific conditions of the project:

（1）具有獨(dú)立法人資格且營(yíng)業(yè)執(zhí)照經(jīng)營(yíng)范圍具有經(jīng)營(yíng)出境旅游業(yè)務(wù)的；

（1）Having the status of an independent legal person and having the business scope of business license to conduct outbound tourism business;

（2）依據(jù)最高人民法院等九部門(mén)《關(guān)于在招標(biāo)投標(biāo)活動(dòng)中對(duì)失信被執(zhí)行人實(shí)施聯(lián)合懲戒的通知》，投標(biāo)人（聯(lián)合體投標(biāo)的，指聯(lián)合體各方）不得為失信被執(zhí)行人。招標(biāo)人（招標(biāo)代理機(jī)構(gòu)）將對(duì)投標(biāo)人失信信息進(jìn)行查詢(xún)（具體以開(kāi)標(biāo)當(dāng)天“信用中國(guó)”網(wǎng)站www.creditchina.gov.cn查詢(xún)?yōu)闇?zhǔn)），若為失信被執(zhí)行人，評(píng)標(biāo)委員會(huì)將否決其投標(biāo)。若在開(kāi)標(biāo)當(dāng)天因不可抗力事件導(dǎo)致無(wú)法查詢(xún)且一時(shí)無(wú)法恢復(fù)查詢(xún)的，可在中標(biāo)公示期間對(duì)中標(biāo)候選人進(jìn)行事后查詢(xún)，若中標(biāo)候選人為失信被執(zhí)行人的，招標(biāo)人將依法取消其中標(biāo)資格。

（2）According to the "Notice on the Joint Punishment of the Untrusted Perpetrators in the Bidding and Bidding Activities" of the Supreme People's Court and other nine departments, bidders(if they bid in a consortium, they refer to all parties in the consortium) may not be the executed persons. The tenderer(bid invitation agency) will conduct inquiries into the bidder's untrustworthiness information(specifically based on the "Credit China" website www.cretchina.gov.cn inquiries on the day of bid opening). If the untrustworthiness is executed, the bid evaluation committee will reject its bid. If it is impossible to inquire on the day of the bid opening due to force majeure and cannot be resumed for a while, the successful candidate may be investigated afterwards during the period of the winning bid announcement. If the winning candidate is the person who has lost his trust, the tenderer will cancel his qualification for winning the bid according to law.

（3）本項(xiàng)目不接受聯(lián)合體投標(biāo)。

四、招標(biāo)文件獲取方式Method of obtaining tender documents

4.1、標(biāo)書(shū)售價(jià)為每子包200元人民幣，招標(biāo)文件售后不退。

溫馨提示：供應(yīng)商如未按以上步驟要求操作，將有可能不能及時(shí)收到可下載標(biāo)書(shū)的驗(yàn)證碼，請(qǐng)給予配合。為了保護(hù)投標(biāo)人信息，防止串通投標(biāo)，規(guī)定同一支付人對(duì)同一個(gè)子包只能掃碼支付一次，如多次支付，經(jīng)查實(shí)只認(rèn)定第一次支付有效，其后的支付購(gòu)買(mǎi)一律無(wú)效，由此產(chǎn)生的后果由支付人自己承擔(dān)。

五、投標(biāo)截止時(shí)間和開(kāi)標(biāo)時(shí)間：2019年5月20日09：30（北京時(shí)間），逾期送達(dá)或送達(dá)的投標(biāo)文件不符合本招標(biāo)文件規(guī)定的恕不接受。屆時(shí)請(qǐng)參加投標(biāo)的單位派代表出席開(kāi)標(biāo)儀式。

七、投標(biāo)文件的遞交：投標(biāo)文件請(qǐng)于開(kāi)標(biāo)當(dāng)日、投標(biāo)截止時(shí)間之前由專(zhuān)人送達(dá)開(kāi)標(biāo)地點(diǎn),以電報(bào)、電話(huà)、傳真、電子郵件***
